Pod Volat stands on Trg Vojvode Bećira Osmanagića in Stara Varoš, the old quarter of Podgorica. The name means under the arch, and it describes where the place is: this is the Ottoman-era part of the Montenegrin capital, the few streets that survived the bombing of the Second World War, gathered around the Sahat Kula clock tower and the Osmanagić mosque.
The opening hours say more about the house than anything else could. It is open from seven in the morning until midnight, every single day of the week, with no closing day and no break between services. A kitchen kept running for seventeen hours a day is serving a local trade rather than a visiting one — breakfast, a working lunch, an evening, and whatever comes after — and in a capital city of two hundred thousand people that is a particular kind of institution.

Stara Varoš lies on the left bank of the Ribnica, where it meets the Morača, and is reached on foot from the centre in a few minutes over the old Adži-paša bridge. It is the part of Podgorica most visitors are sent to look at, and one of the few where the streets still follow their old lines.
